Every region in Canada has its distinct nominee programs. These programs are structured to fit perfectly into the economy and lifestyle of the province or territory.
In Canada, the federal government is sovereign for all kinds of immigration – the provincial nominee programs inclusive. The decision-making is withheld from the province. You will have to undergo a two-tier registration. First, an individual submits an application to the province for its recommendation. When accepted, the applicant will submit another application for permanent residence to the Canadian government.

Every provincial nominee program has sub-categories called “streams.” Applicants can discover the PNP streams and sub-programs available using the Canada PNP Live Tracker. You can find and apply for the perfect sub-program or stream.
Moreover, each PNP stream has its distinct processes. Some PNP streams address applications according to registration and merit. Other streams subject applicants to indicate interests before registration. Apart from the federal Express Entry Immigration, base PNP streams are independent of the general Express Entry.
Applications into the provincial nominee programs are strictly through these means:
You can apply to a province in Canada that you have decided to live and work in through a direct nomination program available in that province. Your submission will be re-examined and thoroughly checked to fulfill the required credentials of the province. Upon selection, you will receive a nomination that qualifies you to apply for Canadian permanent residency under IRCC.
The express entry system is another pathway to submit your application for a provincial nominee program. When you create a profile for express entry, your application is accessible for review and selection by any of the provinces in Canada. When a particular province accepts your application, you will receive an invitation from that province that qualifies you to get the electronic ITA. You will need this ITA to apply for your permanent residency visa.
The stream or program an applicant chooses will determine the PNP application process to employ. There are three possible routes for a PNP application:
First, individuals applying to a stream or program are required to provide a profile expressing their interest in the province. When the interest profiles are received, the province will call prospective applicants and organize a draw. Each draw session has its distinct details and odds. No two draws are the same. Some draws focus on applicants’ scores against the province cutoff points, while others address related work experience in a profession, language proficiency, or attainable level of education.
Prince Edward Island, Saskatchewan Occupation In-Demand, Express Entry Streams, and Manitoba’s streams for skilled workers are provincial nominations programs that accept the EOI system.
Some provinces accept candidates into their nominee programs through the Express Entry pool. An applicant might not have applied directly to the programs or streams in that province. Candidates with relevant work experience or skills are selected for the province’s labor market. Some of these programs are available in Ontario, Nova Scotia, and Alberta through their human capital priorities, French-speaker, Labor Market Priorities, and Express Entry streams.
Qualified candidates can submit applications to some programs and receive direct nominations. Programs like the BC PNP stream for International Post Graduate, Alberta Opportunity Stream, and the Skilled Worker Stream in New Brunswick fall into this category.

A provincial nominee cannot leave the province. Your application clearly states your willingness to reside in the province if nominated. To this effect, provinces are establishing authorities to watch out for nominees who may attempt to falsify their nomination by leaving the province illegally.
A nomination certificate is given to an applicant. This is after the application has been accepted, reviewed, and confirmed to meet the requirement for selection. You will provide a copy of your nomination certificate when registering for your permanent residence visa.
