​What is the Federal Skilled Worker Program?

Candidates who wish to live permanently in Canada are ranked by the Federal Skilled worker (FSW). This act is done via the Comprehensive Ranking System under the Express Entry System. This differs from the Canadian Experience Class (CEC), where candidates must have Canadian work experience to qualify.

With the Federal Skilled Workers, candidates can enter the Express Entry Pool without Canadian work experience. However, candidates should have an average point in key factors ranging from work experience, language ability, and education. Applicants who successfully enter the pool will be graded with their CRS score. Candidates who rank high will be invited to submit their application for Canadian Permanent Residence.

How Does This Differ from Other Immigration Programs?

If you want to qualify for the federal skilled worker program, candidates are not mandated to have any connection to Canada. Candidates can fulfill requirements such as work experience, education, and language proficiency outside Canada. This makes this program suitable for people who live outside Canada. Also, candidates of the Federal Skilled Worker Program have higher chances of receiving an Invitation to Apply (ITA).

Who Can Apply to The Federal Express Entry Program?

To be qualified to apply for the Federal Skilled Worker Program, candidates are only required to have a specific experience in work, language ability, and education. They must score a minimum of 67 points in the program’s 100-point grid.

The Basic Requirements are:

  • In the last ten years, candidates should have a year of continuous full-time or equivalent work (Paid). The work should be classified under the National Occupational Classification (NOC) skill levels 0, A, and B.
  • Candidates should have a language ability that is accepted and equivalent to Canadian Language Benchmark (CLB) 7 in English, or French across all abilities, i.e., listening, speaking, reading, and writing.
  • Candidates must also possess Canadian education credentials (certificate, degree, or diploma).
  • They may also submit a foreign credential and Educational Credential Assessment (ECA) report.
  • Candidates must get a minimum of 67 out of the FSWP grid. With this assessment, candidates are evaluated on factors such as education, work experience, arranged employment, language ability, age, etc.
  • Candidates must also meet the settlement funds criteria; this is if it applies to the candidate. Each candidate may be required to show proof of a certain amount of funds to help themselves financially in Canada.
  • Candidates pronounced eligible can then enter the Express Entry Pool. The Express Entry pool candidates are ranked based on their CRS, including candidates from Federal Skilled Trades and Canadian Experience Class.

How Do I Apply to FSW?

Candidates interested in the Federal Skilled Workers’ program must submit their Express Entry Profile to Immigration, Refugees, and Citizenship Canada (IRCC). However, candidates should be aware that this does not guarantee a candidate their Canadian permanent residence. Candidates will only be assigned a CRS score after they have submitted an Express Entry Profile. Their guaranty for an Express Entry Draws or Invitation to Apply for permanent residency also depends on their Express Entry profile.

Educational Credentials Assessment (ECA)

An FSW candidate must provide a legit ECA report. This will help the candidate points when being assessed for education. The ECA report should attest to the value of the foreign education received by the candidate by Canadian standards. The report is, however, optional for candidates who attended a school in a Canadian educational institution. Applicants can obtain ECA reports from five different organizations in Canada.

Language Proficiency Test Results

Candidates should provide results from a reliable language test, which must be at most two years old. IELTS and CELPIP exams (available in Canada) are the only accepted English exams. Test d’Evaluation de Francis (TEF) and Test de connaisance du fraincais pour le Canada (TCF Canada) are the only accepted tests for French.

Identification Documents

Candidates and other accompanying family members must own a valid passport for travel. Candidates who successfully gets an invitation to Apply (ITA) for Canadian permanent residence will proceed to the second stage of the application process. The second stage provides the candidate a short period of 60 days to fill their electronic form and apply for permanent residency. During the process of this application, candidates need to provide more documentation.

The Express entry system launched in 2015 has since recorded the lowest ranking candidate of FSW to have 413 points. An applicant who scores below 413 points should actively pursue options for improving their score.
